Why offer incentives for sustainable development?

Economic growth should not be discouraged; however, offering incentives to create new development focusing on water conservation, reducing traffic and vehicle miles travelled, and saving energy are important.  The Land Development Codes should be structured to encourage features that have measurable benefit and flexibility for builders and developers.  The more developments conserve, the more incentives that can be offered for the project.
