This, the second document Simons prepared for the City of Tampa, sets to create a zoning plan for the city. Building on the previous traffic report, Simons outlines both what zoning is and is not. His report outlines the key areas of the city at the time, identifying in what ways they do or do not reflect sound planning principles before identifying the land use classifications. As he concludes his report, he identifies the need for zoning and sound planning to make Tampa the center of the region and a leading city. As he states:
People will go out of their way to travel to the unusual, the unique place. People like the spacious, the grand, the attractive - they shun the ugly, the depressing, the dismal. To meet this situation and be a far more meaningful parent of the region, Tampa must be transformed from "just an average city" - "just another Main Street," to a unique type, to a Hollywood, or a Palos Verdes, to a Longview. But to achieve such an objective, and make Tampa the pride of the region, will require vision, energy, enthusiasim, unselfish service. It can be done.
