According to the transmittal letter, this report serves as a revaluation of the Final Report on the Comprehensive Plan - City of Tampa. That report, published in 1945 outlined the steps needed to prepare a plan. While some of those areas were addressed, many were not. At the time of this report, the city was experiencing the post-war growing pains. Simons attempted to rectify some of the shortcomings of the earlier plan with this document. Many of the needs for planning were not addessed which led to the abolition of the City of Tampa Zoning Board and the establishment of the Planning Commission in 1959.
There are two extant versions of this document. This version, denoted as the White Cover edition, contains two appendices. One of these appendices is a Parking and Traffic Study that is frequently mentioned. This edition is also entirely in black and white. The other version lacks the appendices but contains full color maps, some of which are hand colored.
