According to the transmittal letter, this report serves as a revaluation of the Final Report on the Comprehensive Plan - City of Tampa. That report, published in 1945 outlined steps needed to prepare a plan. While some of those areas were addressed, many were not. At the time of this report, the city was experiencing the post-war growing pains. Simons attempted to rectify the shortcomings of the earlier plan with this document. Many of the needs for planning were not addessed which led to the abolition of the City of Tampa Zoning Board and the establishment of the Planning Commission in 1959.
There are two extant versions of this document. This version contains one appendice. This report lacks the Parking and Traffic Study appendice. Unlike the edition with the white cover, this edition contains color plates and maps. Also, several of the plates, figures and maps have been relocated to the end of the document and are somewhat larger than those versions available in the white cover edition.
