Little is known about this plan other than it was completed while Simons was still actively working with the City of Tampa. Its use of graphics and illustrations give it a decidedly different feel than those plans prepared for Tampa. While not casual or informal, one senses this provides a fuller portrait of Simons attitude towards planning. The inclusion of the Ruskin quote on the final page and a poem regarding city planning in the introduction are features unseen in his work for the City of Tampa.
