The Final Report on Comprehensive Plan, City of Tampa Florida is a companion piece to 1942's Zoning Plan. This report makes use of the studies conducted by the federal government through its Home Ownership Loan Corporation, Real Property Survey. An interesting portion of this report is the inclusion of a study made by Frederick Law Olmsted's firm in 1932 for a scenic drive along the Hillsborough River.
Frederick Olmsted was the preeminent landscape architect who designed Central Park in New York City as well as being instrumental in the design of the 1893 World's Fair. The retention of this firm by the City of Tampa in 1932 is a testament to an early awareness and desire to capitalize on the scenic beauty of the Hillsborough River.
Unlike today's comprehensive plans, this original plan was organized around chapters and served more of an inventory of existing stock (i.e. houses, parks, playgrounds) than goals to be achieved. Yet, there are many interesting designs and sketches for communities contained within its pages.
