Historic Plans

There were several plans and reports prepared in the late 1930s through the 1940s. These plans were prepared independently of the work of George Simons. These additional plans contain preliminary analyses of the socio-economic conditions at the time. Their historic impact is large because they contain data not widely distributed at the time.

There were a number of reasons why these plans were never officially adopted. While several were merely research documents and were never intended for adoption, the occurrence of World War II and development of what became MacDill Field drew many resources away from planning. Additionally, there were no state-mandated requirements for zoning and planning so there was little incentive for curbs on development.
