Aerials

This is the Forest Hills area circa 1960, facing south. In the top, right-hand corner, someone has labelled the site of Chamberlain High School.
The aerials included here were provided by the City of Tampa Zoning Board when the Planning Commission was created and the Zoning Board was abolished. A clue to the origination of the Planning Commission lies in many of these aerials. Unlike present day planning where re-zonings and plan amendments are carefully reviewed for the impact on the surroundings, rezonings in the 1950s were relatively easy. The lack of a comprehensive plan in the 1950s and easy-access to rezonings led to widespread criticism of the City's lack of foresight. After the Planning Commission had been created but prior to its first meeting, the Tampa Times, then the local evening paper, ran an editorial encouraging the Planning Commission in its duties and cautioning it about pitfalls. Not too Late, But -

At least two pitfalls lie in wait for the new board, made up of representatives named by the county and Tampa, Plant City and Temple Terrace.

One is the certain wave of pleas for zoning variations and spot zoning to come from property owners who argue that their own particular "hardship" demands special treatment, even at the expense of their neighbors.

The other is the already-established patter of strip-zoning-thin lines of commercial and service establishments along major traffic arteries. Such commercial strips are the crux of major problems of traffic congestion, parking, beautification, and residential area depreciation. While the advent of expressways and limited access highways will reduce markedly the temptations of strip zoning, it will neither cure that already in existence nor expressly prevent the cluttering of access roads.
