Preliminary Land Use Planning In Hillsborough County

Little is known about this document, and its use (if any) is undetermined at this point. There are several assumptions that can be made. First, at the time of this report (1941) there was still a substantial amount of federal money available for planning. Much of this money was distributed through states down to the local level. While much attention has been paid to central cities receiving these funds, there is no reason to doubt that unincorporated areas would also be recipients.

At the same time this document was prepared, the Federal Government through its agency, the Home Owners Loan Corporation, was conducting Real Property Surveys and preparing Residential Security Maps for large incorporated areas. The City of Tampa's Real Property Survey had been completed in 1940 and one wonders if that report impacted the creation of this document.
