Thonotosassa Community Plan
The Thonotosassa Community Plan is a citizen-based effort to direct growth in a manner that enhances and protects the character of the community.
The Thonotosassa Community Plan (Plan) was initiated in response to residents' concern with increasing development in the community. While Thonotosassa is at present predominantly rural and agricultural, there has been pressure to develop the area with suburban type development.
Within a 20-minute commute from downtown Tampa, the area is attractive to people who desire a semi-rural lifestyle while still being close to urban jobs and activities.
In December 2003, the Thonotosassa Community Plan was adopted into the County's Comprehensive Plan.
Project Information
Plan Location
The Thonotosassa Community Planning area is located in the central northeast area of the County. It area is generally north of Interstate 4, east of Interstate 75 and the Tampa Bypass Canal, south of U.S. 301 and west of McIntosh Road.
The Planning area encompasses approximately 17,750 acres. The major environmental feature is Lake Thonotosassa, the largest freshwater lake in Hillsborough County.
Plan Process
The first public meeting on the Plan was held on May 11, 1999. As a result of this and subsequent public meetings, a Steering Committee was formed to participate in plan development. The Steering Committee has met 25 times over a three year period. In addition to Steering Committee meetings, there have been 8 public meetings and one public workshop.
Thonotosassa Community Plan Vision Statement
In the Thonotosassa community, residents are active and involved in government and civic affairs. Growth has been directed in ways that have enhanced the community rather than detracted from its character. The downtown area is a commercial success and the center of community life. Residents continue to enjoy open space, and agriculture is still a part of the community’s landscape and economy. It’s a diversified, self-supporting community with a mix of uses and housing types. Residents don’t have to go out of the area to go shopping and there are good paying jobs available locally. Among the residents, there is a sense of belonging to one community. Being close to and enjoying nature – trees, clean air and water, wildlife and especially Lake Thonotosassa – is a cherished part of the Thonotosassa lifestyle.

Form a community advisory committee
Designate Main Street as Thonotosassa's downtown
Recognize the community's boundaries and designate gateways
Protect the area's rural character
Support agricultural uses
Allow commercial uses along SR 579, south of Pruett Road to I-4
Retain the current urban service area boundaries
Require a minimum one acre lot size
Consider Transfer of Development Rights (TDRs)
