Lutz Community Plan
The Planning Commission led the process to develop strategies to implement the 'Vision' of the community citizens. Strategies include implementation measures for: semi-rural, single-family residential community character; suburban style planned residential community character; commercial character and location; streetscape/roadways; schools; transportation; and water quality and quantity (wetlands, open space, environment, wildlife, and natural systems).
Lutz Downtown Overlay District Plan
The Planning Commission will be working on a Downtown Activity Center plan for the area generally located at Lutz Lake Fern Road and US Highway 41. The plan may be defined as an overlay district within the County’s Land Development regulations, is anticipated to recognize the areas unique characteristics, incorporate design guidelines which reflect the historic development pattern already in place and promote desirable complements to that pattern.
Project Information
The Lutz Community Plan was adopted by the Board of County Commissioners on October 25, 2000 by Ordinance No. 00-36. The Plan became effective January 9, 2001. The community plan area is located in northwest Hillsborough County and is generally bordered on the east by I-275, on the north by Pasco County, on the west by the Suncoast Parkway, and on the South by the Urban Service Area boundary.
The Planning Commission has completed the Lutz Community Plan.
Plan amendments to incorporate the community plan into the Comprehensive Plan and to adjust densities and intensities within the community have been adopted. Land Development Regulations (LDR) to address unique development issues identified in the Plan are currently in the adoption process. There were no specific capital improvements projects identified within the Lutz Community Plan.
Plan Status
Delineate plan on Zoning Atlas
Recognize that there are areas of Lutz that are urban and rural.
Maintain 1 acre lot minimum, unless clustered.
Clustering requires a minimum of 30 acres in rural areas of Lutz.
Flex provision of FLUE categories is not permitted in the rural areas of Lutz.
Lots on local roads must front on local roads.
Fences and walls shall be rural in character and no opaque screening (other than vegetation) is permitted along public right-of-ways in rural areas of Lutz.
Overlay district will be prepared for US 41 and Lutz Lake Fern Road area, recognized as the Community's Activity Center.
New Commercial zoning is encouraged at three activity nodes along US 41:
Lutz's historic downtown area to Newberger Rd.
Crystal Lake Road to Sunset Lane; and
Crenshaw Lake Road area.
High schools are to be located on major (4 lane or greater) roads.

The North Dale Mabry District is one of several community based planning projects being prepared or updated for unincorporated areas of Hillsborough County. The district is comprised of parcels fronting North Dale Mabry Highway, from Van Dyke Road to Pasco County Line Road.
The Hillsborough County Planning & Growth Management Department is leading this effort. The Community Planning Team, with the assistance of The Planning Commission, is working with the North Dale Mabry community residents and business owners in assessing current characteristics, future aspirations and ways of addressing change to the District to better reflect the current development pattern. The plan is almost 20 years old and this study will re-evaluate the 1989 recommendations.

What is the North Dale Mabry District and why is it being studied?
The district is comprised of parcels fronting North Dale Mabry Highway, from Van Dyke Road to Pasco County Line Road. In 1989 community volunteers and Hillsborough County prepared a “Plan for Guiding Growth along North Dale Mabry Highway”. The goal of the plan was to prevent strip commercial development from continuing north of Van Dyke Road and to maintain the rural character prevailing in the area. The district established three activity centers where commercial uses were to be developed. Office and residential uses are also allowed along the remaining portions of the district. The plan is almost 20 years old and this study will re-evaluate the 1989 recommendations.

A shared understanding of what the North Dale Mabry District is like today.
A shared and supported Vision and Concept of a better future for the District.
